I/O device startup failed. When this error message occurs, remote configuration may have been performed from a PC configuration tool. It also occurs when the robot controller is used only as an I/O device, its IP address is configured to be set by the communication partner I/O controller (PLC, etc.), and that I/O controller has not yet started.
