Cause

1. No battery connected while power is off
2. Encoder battery voltage too low

Corrective action

1. Confirm whether the battery was connected while power was off, and set 200D-15h=1 to clear the fault.
2. Measure the battery voltage and replace the battery with a new one of matching voltage.
