Cause:
The ArcInfo directory in the controller's ftp does not contain Multilayer.xml.
Troubleshooting:
Go to ftp://192.168.39.220/ArcInfo/ and check whether Multilayer.xml exists.
Solution:
Contact after-sales support and copy the corresponding Multilayer file to the controller.
