[Cause]
The start-up of I/O devices has not been completed or has been aborted due to an error.
[Countermeasure]
If the I/O device is not used, disable it on the general setup screen. If it is used, check whether an error has occurred. Configure it correctly; the error can be cleared once startup is complete.
